What is "Permanent Supportive Housing"?
Permanent Supportive Housing is sold as housing with wraparound services for people with disabilities. In reality they are low-barrier facilities for people with major behavioral problems, uncontrolled drug abuse, and criminal records. No treatment is required.
Myth
“It is just housing and wraparound services for people with disabilities.”
Reality
It is subsidized housing with no limit on length of stay. Admissions are designed to be easier than a normal rental, especially for rental history, criminal history, and personal behavior.
Myth
“Residents have to get treatment or stay sober to keep the unit.”
Reality
The services are voluntary. The lease is not conditioned on treatment, sobriety, or a job. Bellevue, Seattle, and Kirkland already show what that rule produces.
Myth
“Cities can keep it away from schools and homes.”
Reality
Cities must allow it wherever homes or hotels are allowed, and cannot add stricter spacing, conditions, or a public hearing. The school-safety negotiation in HB 2266 does not cover permanent supportive housing.
Myth
“A place like Mercer Island will never get one.”
Reality
The state target is 178 of these units, and the plan must show they can be funded and built. Developers can pay about $25 a square foot into a city fund meant for permanent supportive housing. With grants, that pool is estimated at $102 million.
Ask your legislators to restore local safeguards for communities and schools in 2027.
